Arizona Multifamily and Apartment Buildings: October 2026 Data Guide

Last Updated: October 2026

Arizona multifamily property runs from duplexes in older neighborhoods to large apartment buildings near job centers. This multifamily investment guide pulls together official data on where larger rental properties are, what HUD fair market rents look like, how jobs are trending and how a 1031 exchange can move you into more units. Every figure links to a government source.

Arizona multifamily housing stock by area

The Census Bureau American Community Survey counts every housing unit by the size of its building. These 2024 1-year estimates show where Arizona multifamily housing is concentrated. Tempe has the highest share of homes in buildings of 5 or more units, while fast-growing Pinal County is still mostly single-family.

AreaHomes in 5+ unit buildingsShare 5+ unitsShare 2 to 4 unitsMedian gross rentRenter-occupied share

For Arizona multifamily investment, the 2- to 4-unit column matters as much as the large buildings. Small multifamily is scattered through older parts of Phoenix, Mesa, Tempe and Tucson, and it can be financed differently from a 5+ unit building, as explained below.

HUD fair market rents for Arizona apartment buildings

HUD publishes Fair Market Rents for every metro area and rural county. An FMR is set at the 40th percentile of gross rents, which include utilities, for standard quality units. Housing programs use FMRs, and investors use them as a neutral, published check on rent assumptions. These are the FY2027 figures from the HUD FY2027 FMR county data for Arizona’s metro areas.

HUD FMR areaStudio1 bedroom2 bedrooms3 bedrooms4 bedrooms
Phoenix-Mesa-Chandler (Maricopa and Pinal counties)$1,390$1,493$1,734$2,287$2,537
Tucson (Pima County)$978$1,092$1,405$1,946$2,211
Flagstaff (Coconino County)$1,438$1,555$1,729$2,109$2,312
Prescott Valley-Prescott (Yavapai County)$1,079$1,242$1,550$2,146$2,263
Yuma (Yuma County)$942$948$1,244$1,703$2,087

Sierra Vista-Douglas (Cochise County)$836$1,000$1,153$1,597$1,927

FMRs are not market asking rents and they are not a forecast. Use them alongside the rent roll, the leases and current comparable listings when you underwrite a property.

Job growth and multifamily investment demand

Rental demand follows jobs. The Bureau of Labor Statistics Current Employment Statistics program reports nonfarm payroll jobs each month. These are the latest preliminary, not seasonally adjusted figures compared with the same month a year earlier.

AreaNonfarm jobs, latest monthSame month a year earlierChangeChange %
Arizona statewide3,250,1003,232,700+17,400+0.5%

Tucson metro399,100397,500+1,600+0.4%

Job counts are revised as more payroll reports come in, so check the BLS series again before you rely on a single month.

Apartment buildings vs. 2 to 4 units: how financing differs

Arizona multifamily investment data: share of homes in buildings with 5 or more units by area

The size of the building changes the loan. A property with 1 to 4 units is usually financed as residential real estate. If you live in one unit as your primary residence, FHA financing is possible: the 2026 FHA limit for a 2-unit property in Maricopa and Pinal counties is $714,000, according to the HUD FHA limit lookup. See our FHA loans guide for the rest of the rules.

Buildings with 5 or more units are commercial real estate. They are underwritten mostly on the property’s income, so the rent roll, operating statements and condition matter more than your personal income. Fannie Mae and Freddie Mac both run multifamily programs for these buildings, and our Arizona commercial real estate guide explains how we handle multifamily investment purchases and sales.

Using a 1031 exchange for Arizona multifamily

Many owners move up from a rental house or a duplex into larger properties with a like-kind exchange. Under the IRS Form 8824 instructions, you must identify replacement property within 45 days after you transfer the property you give up, and receive it within 180 days or by the due date of your tax return, including extensions, whichever is earlier. Since 2018, exchanges are limited to real property held for investment or for use in a trade or business, as the IRS explains.

An exchange works best when the purchase and sale are planned together. Read our Arizona 1031 exchange guide, then talk with a tax advisor and a qualified intermediary before you list. The Form 8824 instructions also cover property used partly as a home, which applies if you live in one unit of a duplex.

Arizona multifamily due diligence checklist

  1. Rent roll and leases. Compare every lease with the rent roll, including deposits, concessions and lease end dates.
  2. Trailing 12-month operating statement. Check utilities, repairs, insurance, taxes and management costs against invoices.
  3. Property condition. Roofs, cooling systems, plumbing and parking surfaces drive capital costs in the Arizona heat.
  4. Zoning and permits. Confirm the unit count is legal with the city planning department.
  5. Landlord rules. Arizona’s Residential Landlord and Tenant Act is in Arizona Revised Statutes Title 33. Review notices, deposits and maintenance duties before you take over.
  6. Fair housing. Advertising, screening and leasing must follow the federal Fair Housing Act and Arizona law enforced by the Arizona Attorney General Civil Rights Division. Apply the same written criteria to every applicant.
